Biography


JOHN R. MCCULLOCH, JR.

Mr. McCulloch has an active state-wide practice in property valuation law and litigation.

Mr. McCulloch oversaw all of the State of Oregon’s condemnation litigation for the 25 years through June, 1999, during which time he tried hundreds of cases before juries throughout Oregon in both state and federal courts.

Education:

Mr. McCulloch received his B.S. in 1963 and his L.L.B. in 1965, both from the University of Oregon.

Professional History:

Mr. McCulloch was with the Department of Justice for 34 years. An Assistant Attorney General from 1965 to1997, Mr. McCulloch held high positions for the State of Oregon, including Solicitor General in 1980 and 1981, Chief Trial Counsel from 1978 to 1996 and, Special Trial Counsel to the Attorney General from 1996 through 1999. He is presently regularly retained by a broad spectrum of clients from both the private and public sectors.

Presentations and Publications:

Mr. McCulloch has been a frequent speaker before a variety of legal and professional groups. He instructed "Eminent Domain and Land Valuation," for the American Law Institute-American Bar Association before attorneys from throughout the country., 1998-2000; taught at PAC-MBR "Eminent Domain" Law Seminar International Courses, 1998 and 1999; annually teaches "Law for Highway Engineers," Oregon State University, 1984-present; , "Litigation Control," Oregon State Agencies, 1982-1999; and "Law for Appraisers," American Inst. of Real Estate Appraisers, 1984, 1985 and 1986. His academic work also includes having lectured on Trial Practice at the Willamette University College of Law in 1988, 1990, and 1996.

Community and Civic Activities:

Mr. McCulloch served five years as a Salem City Councilman, and presently serves on the Salem YMCA Board of Directors.
